6.3 Structure of the Emergency Organisation
The suggested structure of the emergency organisation is given in Figure 6.1 and is discussed in the following paragraphs.
6.4 Civil Control Centre (CCC)
This unit is operated by the Secretary for Security. The role of the CCC is, in the event of a natural disaster or other emergency, to ensure that the Government's overall response is properly co-ordinated. As such, it is clear that the CCC should form the hub of the emergency organisation for dealing with any radiological emergency. The role of the CCC in the event of a major accidental release of radioactivity from the Daya Bay plant would be:

Staffing
to receive assessments from the Monitoring and Assessment Centre, located in the Royal Observatory, of the nature, extent and magnitude of any radiological hazard and hence action any necessary countermeasures taking into account local conditions at the time;
to co-ordinate the actions of all Government Departments, Public Utilities and other Organisations which may be involved in the emergency;
to issue briefings to the Public at regular intervals.
The Civil Control Centre, when activated, is manned by staff from the Government Secretariat with a suitably senior Security Branch Officer as the Controller. The Controller may need to take direction from a number of senior Government officials including the Governor of Hong Kong.
In the event of a major accident or potential major accident situation arising at Daya Bay the CCC will be activated. The manning should be as stipulated for the more serious emergencies, that is:
Controller;
Deputy Controller;
Up to 4 Assistant Controllers;
Liaison Officers;
Secretary;
Office Assistant;
Legal Officer.
The roles of each of these staff are clearly defined in the relevant standing orders for other emergencies and in the event of a radiological emergency they will be effectively the same.
In addition some specialist staff and liaison officers will be required as follows:

Radiological Advisor; this will be a person experienced in health physics matters who will maintain contact with the Monitoring and Assessment Centre (MAC) Controller and give authoritative advice to the CCC Controller based upon the advice received from the MAC. He or she may have to help explain technical details of the MAC's advice to the CCC Controller and hence aid him or her to make the necessary decisions with regard to countermeasures, etc.
Assistant Radiological Advisor; this person should have some knowledge of health physics in order to assist the Radiological Advisor by, for example, performing any necessary calculations, taking telephone calls, dealing with more minor matters, etc., as well as being able to substitute for the Radiological Advisor in his or her absence for any reason.
