Contingency Planning Report
Some of the salient points made in the report:
(i) Many nuclear power stations are located within a
few tens of kilometres of large centres of
population. Construction of the Daya Bay plant
some 50 km from the densely populated areas of Hong
Kong is therefore not a unique situation. [Table 1.1 on page 6]

Pressurized Water Reactors (PWRS), of the type to
be installed at Daya Bay, have never experienced an
accident that has resulted in a significant
radiological hazard to the public. [Chapter 4,
introductory paragraph, page 18]
With regard to any accidental release, weather and distance have a significant effect on the dispersion of radioactivity. [Table 4.1 on page 19]
(iv) The consensus of international opinion is that
beyond 25 kilometres there is only a need for monitoring and perhaps the control of foodstuffs. Plans for evacuation, sheltering and issue of stable iodine are not generally considered necessary. [Chapter 5, paragraph 5.1 and 5.5,
pages 25 and 28]
(v) The Hong Kong Government's existing organisation
for dealing with various natural disasters and other emergencies provides a sound foundation for the Daya Bay emergency organisation. A suggested structure for the response organization is given.
