The Report

The report is presented at Annex A. Though written for the non-technical reader, it remains essentially a technical document. As the 'Executive Summary' (on pages 4 and 5 of the report) confines itself to providing a

broad appreciation of the approach the consultants have adopted, some of the more salient points made in the report have been compiled separately and are at Annex B for Members' information.
