He disclosed that he had in the past two days met people from various parties concerned and representatives from Government departments concerned to discuss matters relating to contingency plans in relation to the Daya Bay plant.
He pointed out that contingency plans drawn up by the Government departments concerned were up to international requirements.
When asked whether an organisation should be set up to monitor the Daya Bay plant, Mr Emmerson said that the most important thing was that the plant should have a team of trained and qualified technical staff responsible for the plant's operation. He added that the monitoring of the plant by outsiders would not have much effect.
In another development, the papers reported that the Harwell report on contingency plans would be published tomorrow. The Secretary for Economic Services, Anson Chan, would hold a press conference in connection with the report.
A number of papers, including the HK Economic Journal, quoted a spokesman for an anti-nuclear group, Fung Chi-wood, as saying that the proposed contingency plans had not taken into consideration the possibility of major incidents at the Daya Bay plant.
The contingency plans had also not proposed long-term measures to prevent HK from being affected by nuclear pollution.
