"To ask the Secretary of State for Energy, if his Department or organisations responsible to his Department have received any request since May 1979 to conduct a safety and evacuation analyses for the Daya Bay pressurised water reactor project at Guangdong in the Republic of China; and if he will make a statement. 1. In 1985 the Hong Kong Government retained the UKAEA as consultants to provide advice on the environmental aspects of the proposed nuclear power plant at Daya Bay, 50 km from Hong Kong. Following Chernobyl and the increase in public hostility to the nuclear plant, the terms of the consultancy were extended to cover the assessment of accidents and contingency planning.
2. The UKAEA's advice is confidential to the Hong Kong Government who will decide which aspects of it should be published. I suggest therefore that Ministers should answer the above question in a straight forward way, as set out below, and not comment on the consultancy.
"The Hong Kong Government has retained the United Kingdom Atomic Energy Authority as consultants to advise on the implications of the Daya Bay pressurised water reactor for the Territory.

3. The UKAEA's report on contingency planning was published in Hong Kong on 5 May 1988. The Hong Kong Government have concluded that the report provides a sound basis for their contingency plans. A copy has been passed to the Chinese Authorities.
