III. Organisation and Membership

1. The Committee shall be made up of relevant professionals and prominent figures of Hong Kong, who will participate in their personal capacity. The CNG and the JVC shall each appoint one officer to join the Committee. who are responsible for liaison function. The membership of the Committee shall range from 11 to 15.

2. Members shall be invited by the JVC and be issued Certificates of

Appointment. This will be reported to the CNG for record purpose.

3. The Committee shall have one Chairman and one Deputy Chairman, who

shall be appointed by the JVC.

4. The term of office for a member shall be two years. Members are eligible for re-appointment. Should there be any vacancies, the JVC would name replacements. In order to ensure continuity in the work of the Committee, the number of newly-appointed members after each term of office shall not exceed one-half of the total number of members.

IV. Working Methodology

There shall be at least two regular meetings per year convened by the Chairman. If more than half of the members or the JVC deem it necessary to hold additional meetings, they may make such recommendation to the Chairman.

2. More than half of the members present in a meeting shall constitute a

quorum.

Should the Committee deem it necessary, the Chairman or Deputy Chairman or spokesperson designated by the Chairman or Deputy Chairman shall brief the people of Hong Kong in respect of matters concerning nuclear safety of the Daya Bay Nuclear Power Station or relevant matters discussed at Committee meetings. All recommendations or presentations made in the name of the Committee shall be endorsed by more than half of the members. Personal opinions of individual members shall not represent the Committee. Recommendations of the Committee shall be submitted to the JVC. The JVC after study will take appropriate actions and give explanation to the Committee. If more than two-thirds of the members deem it necessary that the recommendations shall be conveyed to the CNG, the JVC will report accordingly.

The JVC will provide the Committee with information concerning the measures and their implementation to ensure nuclear safety during the construction and operation of the Daya Bay Nuclear Power Station. When the Committee deem it necessary to carry out a fact-finding tour to the Daya Bay Nuclear Power Station, the JVC will make relevant arrangements.

The JVC will, upon request by the Committee or if deemed necessary, send its personnel to attend Committee meetings.
