Daya Bay

2. Progress on site is impressive. The concrete and metal shell of unit 1 of the nuclear island is already 7 metres tall and the turbine hall of the conventional island has reached 15 metres. The debacle over the omission of the steel rods for the foundations has however caused some delay and unit 1 is one week behind and the conventional hall just under two months late. GNPJVC are confident that, with two shifts, HCCM, the joint venture civil contractors, will be able to catch up.

The various elements in this complex project appear to be working well together. I met Mr C K Ho, First Deputy General Manager of GNPJVC, and Mr Herkelmann, Chief Engineer of the Construction Team and a member of EDF. Both they and Mr Newgen (of the Bechtel Quality Control Team) were in very good heart and clearly working well together. Mr Herkelmann was careful not to criticise GEC and to play down the problem of acceptance of technical specifications as between EDF and GEC/CGB. saw no reason why the intended completion date for the first nuclear unit of 7 October 1992 and for the second nuclear unit of September/October 1993 should not be achieved.

4. On my return to Hong Kong I found Bill Stones confident about Daya Bay. He said that it was the most orderly power station construction site that he had ever encountered, due to
