3. Mr Carver said he would speak to Mr Dennis, their man in Hong Kong. Incidentally, he said that Mr Dennis was a former member of the Foreign Office; (he has certainly not been a legal adviser here in the last 20 years). He would
then
hope to come back to me this evening. However, Mr Dennis will have to discuss this further with Mr Allcock and Mr O'Grady in Hong Kong and I doubt if they will get hold of them after mid- night.

It is not impossible to get this Bill right by Wednesday; we had a similar kind of rush for the Lloyds and Bank of Scotland Bills, but the promoters and the law draftsmen in Hong Kong will have to move fast.
