DEUTSCHE BANK (MERGER) BILL
1. I am not sure if you are aware of this case, but I bring it to your attention as it created some difficulty for us at this end.
2. The first we knew of it was when I received the papers faxed to us by your office on 9 March, requiring an answer to enable the second reading of the Bill to go ahead on 16 March.

Our Legal Adviser was only able to meet your deadline at considerable personal inconvenience; he had to give priority to this rather than his other legal work in order to clarify certain legal points with both your Department and the Clifford Chance office in London, as well as preparing and agreeing essential amendments to the draft Bill.

Since drafting of this Bill must have been in progress for some time it could have been dealt with in a more orderly way had we been consulted earlier. I am sure you will appreciate the sort of problems this has caused us, and would be grateful if you could ask your colleagues to make every effort to avoid similar problems in future.
