You asked about the draft Order in Council. Our legal advisers tell us that it
is too early to start drafting at this stage. Of course we will copy the draft
to you when it is ready.
It is encouraging news that EXCO have agreed to Hong Kong's participation in
MIGA. Let us hope the Chinese are similarly enthusiastic. On a point of interest, I realise that Q5 of the q/a brief is a hypothetical question, but it would be
interesting to know whether PRC do in fact intend to ratify the Convention.
