Further to my circular minute of 21 July and my letter to you of 29 July, will you please seek designation as developing member country for the purposes of Article 14 of the MIGA Convention of the following dependent territories:

Anguilla

British Virgin Islands Cayman Islands

Falkland Islands

Gibraltar

Montserrat

Pitcairn, Henderson, Ducie and Oeno Islands

Turks and Caicos Islands

St Helena

Hong Kong

The request should be based on paragraph 1.21 of MIGA's Operational Regulations. We appreciate that such designation would not make investments from UK in such territories eligible for cover. We should like the Board to make these designations at its meeting on 7 September. Will you please therefore let the Secretariat have our request in time for this. We would not wish to do so any sooner than necessary, but at the same time would not wish to give the impression of last minute haste.

Please inform the ED of PRC (re Hong Kong). See paragraph 9 of brief. By copy of this letter I am requesting Chris Wood of Hong Kong Department to ask our Peking Embassy to request PRC Government to instruct their ED to support the application for Hong Kong.

I attach a brief for the Board meeting itself. I hope that the requests will go through "on the nod" and I hope that I am not making too much of a meal of the defensive contingency briefing; but, it is better to try to cover possible foreseeable contingencies than not, even if they do not arise. I have not cleared it in draft form but since it is based on my minute of 21 July and replies I think that it would be agreed by colleagues in Whitehall. However, if any copy addressee has difficulty with any part of it will he or she please let me know within the next 7 days.
