1. Thank you for your telno 707, giving me further background on Mr Sin.
2. He duly called on me this morning. Most of our conversation was inconsequential, but towards the end he brought it round to the subject of his personal treatment by the Hong Kong Government and the ICAC. He expressed great sadness that he could not carry out his functions for the Hong Kong Stock Exchange. It was unjustifiable that a cloud of suspicion should hang over him for so long. The ICAC had interviewed him only once, very informally, and since then he had heard nothing. After his public statements of early January he had been content to wait and see what happened, but now his patience was running out. He was inclined to "confront" the Financial Secretary and seek an explanation.
