2. Opportunity is taken to up-date the principal Ordinance by replacing "Secretary for City and New Territories Administration" wit “Secretary for District Administration” and “the Colony”with“Hong Kong”.

本條例草案的主要目的,是將緊急救援基金經審核帳目結算表及周年報告 書提交立法局的最後限期,由9月30日延至12月31日。此舉可提供更-
裕的時間 預備周年報告書、帳目結算表及審核帳目。草案第3條就此事作出規定。
2. 草案亦藉此機會更改原有條例,以政務司(Secretary for District Administration)一詞取替政務司(Secretary for City and New Territories Admin- istration),及以「香港」一詞取替「殖民地」,使能切合現時情況。
3. 本條例草案對政府開支和人手需求方面都没有影響。
