1. In your minute of 21 April you sought comments on your draft letter on this topic to Dr Maclean, which reflects comments in my minute of 25 March. I am quite content for these comments to be passed to HKG and the format in your draft seems fine. I attach a copy of the draft with one or two minor amendments in blue.
2. Regarding the written comment in the margin of the draft I agree that taking the report in isolation may be restrictive. But I do not believe that this invalidates my point here. Reports should be able to stand by themselves. There should be sufficient evidence to back up, at the very least, the central propositions. The supposed slowdown in Q4 is clearly a central proposition of this report.
