Having first checked with the Chinese Mission that they had no objection, I spoke yesterday with Mr Max Lewy, Chief of the Treaty Section in the Office of Legal Affairs in the UN. He told me that there will be no objection to a PR consultant from the Hong Kong Government photographing the 1985 Joint Declaration which was registered by the Chinese and ourselves at the UN.
3. Could you therefore ask those concerned to contact Mr Lewy direct to make the necessary arrangements? Mr Lewy will need two or three days advance notice to have the files brought up from the bowels of the UN. His address and telephone number are as follows:
