No-one claims the present draft is perfect neither we nor
the Chinese Government. But it is only a first draft.
Articles in draft to which Hong Kong lawyers have drawn
attention are precisely those we have already identified as
objects of particular concern in Hong Kong. (See statement by my noble Friend in winding up the debate in another place on 10 June).
