1. Britain not doing enough?

Do not accept this. Since 1975 we have taken 13,000 Indo

Chinese refugees from Hong Kong: third largest total from Hong Kong

of any country.

Britain should take move?

We are considering all aspects of the problem. That

includes the possibility of further resettlement.

Closed camps

Easy to criticise closed camps. Much more difficult to suggest effective alternative solutions.

Camps are administered as humanely as possible, given their

necessary deterrent function.

Hong Kong Government intends, over next 6 to 12 months, to

liberalise conditions in closed camps accommodating refugees

awaiting resettlement.

New policy not working?

Too early to say. But am encouraged to hear that Vietnamese

Government is now willing to negotiate about the return of

non-refugees.
