I submit a second draft of Lord Glenarthur's opening speech, which reflects his and your comments on the first draft.

2. The passage on the Vietnamese boat people has been developed, and new paragraphs on Hong Kong's future and the environment inserted. Other sections have been shortened and the speech will now take about 20 minutes to deliver.
3.
I have square-bracketed two paragraphs in the EC section that Lord Glenarthur might feel are further candidates for cuts, although in my view the first of these is probably worth keeping.
