country or territory. But Hong Kong is admirably equipped to face
the future with confidence. There is:
a detailed international agreement on its future, now being given
legal form;

better than ever relations between Britain and China;
an experienced and dedicated local administration;
and above all the wealth of talent and energy of the Hong Kong
people.
Hong Kong's prospects for continued stability and prosperity are very good. It is now up to all in the territory, as well as the British and Chinese Governments, to work to turn these prospects into reality. Together, I am confident we will succeed.
