provisions in the draft which appear to bind
the future SAR Government to pursuing certain
economic or fiscal policies. There would
appear to be good reason for this. As
drafted the provisions seem to encroach on the
autonomy in these areas which the future SAR
Government is to enjoy.
Finally the political system. Here
there are particularly strongly held and
divergent views in Hong Kong. The draft
reflects this diversity of view in
retaining a number of options. It is to be
hoped that a consensus will emerge.
The aim,
it seems to me, must be to preserve those
elements of Hong Kong's present system which
