2. I submit, as instructed, a second draft of the opening speech. It has been converted into the standard draft speech format. I have also tried to liven up the prose, while bearing in mind that it is a statement in Parliament (and on a fairly complex subject) rather than the more tub-thumping occasion of the speech in Hong Kong. Sections have been added that take account of the Vietnamese offer of talks on the boat people and the problems of Hong Kong travellers arriving in Britain. The form of words on the last point will need to be cleared with the Home Office at the beginning of next week.
