Hong Kong Debate: Draft Speech
The Secretary of State looked at the draft submitted with your minute of 6 July. He thinks that the substance of it is on the right lines, subject to scrutiny of Lord Glenarthur's note of 7 July about his recent visit.
The Secretary of State would be grateful to see a second draft in his weekend box, revised as follows:
(a) standard draft speech format, ie modules, half page margins etc;
(b) a livelier and more engaged style of prose (cf the Secretary of State's keynote speech in Hong Kong), conveying a stronger sense of commitment and concern;
(c) on detail, the Secretary of State would like to refer to Mr Clift's talks with the Vietnamese (if these are arranged by the time of the debate) and to the UK immigration control problems encountered by some HK travellers; on the latter point, we shall need to get a response from the Home Office before the debate.
