2. We undertook to provide background briefing on the Basic Law which might be passed to Lord Cledwyn and other peers. This is attached. It is unclassified and without attribution, but designed to steer their contributions to the debate along helpful lines.
3. I am committed to providing more general background briefing to Lady Young and Viscount Torrington in advance of their forthcoming visit to Hong Kong.
