I submit revised briefing for the House of Lords debate.
2.
As we agreed, I have redrafted the opening statement as one to be used
in winding up the debate, and added to it the peroration from our draft
wind-up speech. A passage on Vietnamese boat people has been included.
On reflection I decided that it was most straightforward to retain the
original sequence of the first draft but to indicate from the outset that
the main focus of the statement would be the Basic Law.
3.
I also attach a slightly revised version of the defensive modules on the
Basic Law.
4. I look forward to discussing the material with Lord Glenarthur at his
briefing tomorrow.
