Question of detail on content of Basic Law
I am unable at this stage to comment on any specific questions
concerning the content or the detail of the Basic Law. The first
draft of the Basic Law will not be published by the Chinese until
early May: it would be inappropriate for me to speculate on its
detailed contents until that text is available for scrutiny. Many
members will have seen what purports to be a full draft of the Basic
Law published in the Hong Kong press shortly after the December
