What if Articles of draft Basic Law are inconsistent with Joint
Declaration?
We will of course wish to study the draft Basic Law carefully
when it is published in the light of the provisions of the Joint
Declaration. Until then we cannot take a view. However, I would
draw Hon members' attention to what my Honourable friend the
Secretary of State said in this House on 20 January - we, the
British Government, "have the right to satisfy ourselves that the
eventual provisions of the Basic Law fully and accurately reflect
the Joint Declaration".
