CONSOLIDATED FUND BILL DEBATE: THE CONSTITUTION OF HONG KONG AND THE
BASIC LAW
1. I submit a winding up speech for Mr Eggar's use in tonight's debate on Hong Kong. As agreed, I have submitted the defensive modules separately.
2. I will be in the Box armed with further reference material and
will be ready to supplement the modules as and when necessary.
3. A point worth remembering is that the Debate is taking place
about 7 hours before the Secretary of State and Foreign Minister Wu sit down to discuss Hong Kong. Mr Eggar may wish to telephone the
Secretary of State at Chevening on the morning of 11 March to report
the outcome. I myself will be going on to Chevening after the Debate and can also brief as necessary.
