HONG KONG: POSSIBLE DEBATE IN THE COMMONS

George Foulkes MP telephoned me this afternoon to ask if we had decided whether to hold a debate on Hong Kong in the Commons once the Basic Law had been established.

Mr Foulkes added that he would be attending Lord Glenarthur's drinks for MPs on 27 April: if Lord Glenarthur wanted to raise the matter then all well and good; if not, Mr Foulkes said he would appreciate it if Lord Glenarthur could have a quiet word with him about our thinking. I took note.

3. (Comment: You have since told me that HKD are not aware of any specific proposal for a debate on the Basic Law in the Commons, although the possibility of one has been raised by several backbenchers on both sides of the House.) Would it be an idea for Lord Glenarthur, on return from India, to speak to Mr Foulkes about this in advance of the drinks party?
