INCORPORATION OF INTERNATIONAL HUMAN RIGHTS COVENANTS INTO HONG
KONG'S DOMESTIC LAW
The two International Covenants (Civil and Political Rights; and Economic, Social and Cultural Rights) already apply to Hong Kong,
with certain reservations.
Joint Declaration provides that provisions of the two Covenants as applied to Hong Kong shall remain in force.

Even if Hong Kong legislature were to include provisions of the Covenants in Hong Kong's domestic laws, such provisions would not necessarily be entrenched and could still be changed by legislature
at later date.

this point.
