The 1984 White Pape committed the Hong Kong Government to introduce
direct elections in 1988
1984 White Paper made no commitment to introduce direct
elections in 1988.
Merely noted state of public opinion at the time that
suggested very small number of directly elected members might be
introduced in 1988.
But White Paper also noted general concern that too rapid
progress towards direct elections could jeopardise Hong Kong's future stability and prosperity.

So White Paper undertook to review position in 1987.
This undertaking has been carried out in full.
