Debate on Hong Kong
The Secretary of State was most grateful for an early sight of the draft speech for him to open the debate on 20 or 27 January. He has made some manuscript comments, which should help to guide further drafting while he is in Japan. He hopes also that Mr Houston and Mrs Bottomley (on return from Hong Kong) can make helpful suggestions for improving and amplifying this text.
The Secretary of State is clear that the concentration on "main themes" is right. He will want the overall tone to be up-beat and lively. He will also need some good defensive material, not least for use with anyone who interrupts him during the opening speech. That material needs to be in a rather different form from Mr Eggar's wind-up points.
The Secretary of State will leave some time free on the day before the debate to look at this material in the office.
