I have discussed with Lord Glenarthur Mr Paul's submission of
4 January about the debate on Hong Kong later this month.
2.
Lord Glenarthur's view is that the Secretary of State should
concentrate on main themes, as Mr Paul suggests. The three main
themes at the time of his own visit to Hong Kong in the Autumn were
the Review of representative government; Vietnamese Refugees; and
BN(0) passports. The last of these seems now to have faded somewhat
in terms of public interest.
3. Lord Glenarthur thinks that the Secretary of State's opening
speech should nail very clearly any suggestion that our handling of
Hong Kong's affairs is a function of our relations with China. He
thinks it better to spell this out very clearly at the start of the
debate rather than leave it to Mr Eggar to respond to criticism
from others. Lord Glenarthur also sees advantage in the Secretary
of State providing reassurance on Hong Kong's role as a financial
centre, particularly in the aftermath of Mr Li's arrest.
