Background
1.
Mr Martin Lee will be accompanied by two LegCo colleagues,
Mr Jackie Chan and Dr Conrad Lam.

Mr Lee has gained prominence over the past year as the
self-appointed leader of a minority opposition group within LegCo.
He has been systematically critical of the Hong Kong Government's handling of a wide range of issues, including not only the review of representative government but the Daya Bay nuclear project, the Public Order (Amendment) Ordinance, new legislation on film
censorship and the crisis on the Hong Kong futures and stock
exchanges.

He is intelligent and highly articulate, with an eye for the
memorable headline. His two associates are comparative
light-weights.

Since the publication of the Green Paper on representative
government Mr Lee has been the leader of a campaign for the
introduction of direct elections in 1988. It is generally recognised in Hong Kong that the campaign has failed to attract majority public support outside the ranks of the activists. reflected in the report of the Survey Office, which on most interpretations shows no clear majority view in favour of the introduction of direct elections next year. This outcome has been
widely accepted by the media and public opinion in Hong Kong, as well as by a majority of LegCo members.
