1. Welcome this opportunity to meet you and your LegCo
Understand colleagues, and to hear your views at first hand. importance you attach to issue of representative government in Hong Kong. It is given equal importance by HMG and Hong Kong Government.
2. Before I invite you to set out your views, wish to make one point clear from the outset. The Hong Kong Government have conducted review of representative government in closest consultation with
HMG.
We have full confidence in their handling of review. Conducted in good faith by all concerned. Believe Survey Office carried out its task impartially, as required by its terms of reference. Independent monitors have attested to this. Survey Office report a fair and objective reflection of views expressed to it. No decisions yet taken on isther routed in Review,

4. Have taken careful note of your views. Right you should express them fully and frankly: I am sure they are sincerely held. right that important issues of this nature should be fully debated. But suggest that such debates should be reasoned and constructive, have full regard to overall interests of Hong Kong. In this regard suggest members of LegCo have particular responsibilities.
