(a) The net outward movement of Hong Kong residents,

excluding those to and from China, averaged 20,000

between 1980 and 1984. The corresponding figures for

1985 and 1986 are 11,000 and under 14,000

respectively. In 1986, over 8,000 ex-Hong Kong

residents returned on foreign passports and were

granted the right to land.

(b) Over 3,000 top notch applicants for the 35 jobs in

the Administrative Service, which is the core stream

of Hong Kong's civil service.

Major Public Projects

Construction of a third University will begin shortly

at an estimated cost of nearly $2 billion. Due to

take students in 1991.

(b) A light rail system being built in Tuen Mun and Yuen

Long scheduled for completion in August 1988. Total

cost $2 billion.

Container Terminal expansion

Terminals 7 and 8

being planned. Hong Kong is already the world's 2nd

busiest container port and is forecast to overtake

Rotterdam shortly.
