Meeting with Mr Kaufman
The Secretary of State plans to see Mr Kaufman, on Privy Council terms, early next week. His prime purpose will be to discuss Hong Kong, in advance of the parliamentary debate on 20 January. But he will also take this opportunity of discussing other topics with Mr Kaufman, as he had intended to do before Christmas, when diary difficulties made a meeting impossible.
One obvious subject on which the Secretary of State should be briefed is Israel and the Occupied Territories. Copy recipients may wish to suggest others. It would be helpful if PRU could coordinate the material provided, which should be as compact as possible. The speaking note on Hong Kong should however be submitted direct to Private Office.
Miss Phillips will confirm the time and place of the meeting.
