1.
Basic Law: pleased that Hong Kong people are being given opportunity to comment fully on draft Basic Law. Importance of
consultation process. Confident that China will take Hong Kong
views into account.
2.
First SAR Government: welcome development of detailed dialogue on government structure and in particular on first SARG. Important that the two sides should continue to work closely together on this important matter. Important that equal weight should be given to principles of transfer of sovereignty and smooth transition.
3.
Mood in Hong Kong: the recent visit to Hong Kong: Hong Kong's continuing success, the fruits of a dynamic and resourceful society. But concern felt by many people in Hong Kong about emigration trends is real: not just a fabrication of the media.
