CHECKLIST OF POINTS TO MAKE

Welcome full opportunity given to Hong Kong people to comment
on draft Basic Law.
2.
Urge Hong Kong people to comment: have no doubt Chinese
Government will pay close attention to views.
3. HMG will wish to be sure that Basic Law accurately reflects
provisions of Joint Declaration. If we perceive inconsistencies,
will make views known to Chinese authorities, through variety of
channels open to us.
