To maintain pressure on Vietnam to work for an acceptable

settlement in Cambodia.

To ensure maintenance of first asylum cine for Indo-Chinese

refugees, pending long term solution to problem.

Points to Make

Cambodian stalemate continues with all its associated problems eg refugee influx into Thailand.

Do not believe that Vietnamese position has softened

significantly. Vietnamese not yet prepared genuinely to compromise in search for settlement; will take any opportunity to exploit signs of division among resistance. Likelihood of them entering negotiations? Prospects for further Sihanouk/Hun Sen talks?

Ready to consider participation in International Conference if desired but first need genuine progress towards settlement among all protagonists. Have suggested to Sihanouk he might visit London to discuss his ideas in detail has said he would like to come in

September.

In

Full solution to problems of Indo-Chinese refugees and displaced persons depends on political resolution of Indo-China problems. meantime commend contributing efforts of UNHCR and other organisations in answering humanitarian needs. Essential that principle of first asylum be maintained until full solution can be

achieved.
