to the industrial estate in his own programme;

The Governor's intention is to allow the Secretary of State to meet the sort of people who are perhaps most concerned about the future, or at least who are best placed to express that concern through emigration. This lunch too could be a Chinese
meal;

Governor has commented that if the Secretary of State could take a later flight the meeting and dinner could be held at a more civilised time. There is a Cathay Pacific flight which does not leave until 2300: but the Secretary of State may feel he should travel by an 100% British carrier.

I should be grateful for the Secretary of State's reactions. It would also be helpful to know to what extent Lady Howe would like to undertake a separate programme, and what particular interests she
would like to pursue.

The Governor has asked if the visit could be announced quite soon. It will be major news in Hong Kong, and there is a very high chance of a leak once work begins on programme arrangements.
