1. Please see paragraph 4 of FCO telegram no 139 to Manila (copy attached).
2. The Embassy have told us that if the Secretary of State lays a wreath at the Rizal Memorial on the morning of Saturday
28 May, the Department of Foreign Affairs will provide the wreath on a repayment basis and neither riband nor card will be needed.
