1. Perry Keller has suggested, and I agree, that it might be useful for me to use my next visit to Hong Kong (1-10 December) to sound out Frank Stock and others on what research themes Perry might best devote himself to in his remaining four-five months in Post. One possibility which Perry himself has suggested would be an investigation of the terms and significance of the new Chinese Administrative Procedure Law which has recently been published in draft and on which the NPC is carrying out consultation with expert opinion around the country. The Law fits into the general schema of Civil Service reform and could be especially significant in that it provides, for the first time, an express and comprehensive framework for the bringing of law suits by individuals against state officials and organisations. expected to be adopted by the NPC in final form next spring. While Perry would be happy to look into it, however, (and has the right contacts), it would be likely to take up much of his remaining time and there may be other subjects to which you would want a higher priority given. Could I leave the issue there for reflection, and return to it as opportunity arises in the JLG margins?
