How much in terms of savings to Hong Kong does the new deal represent: can we put a Hong Kong dollar figure on this?

What does the new deal represent in terms of revenue foregone by the MOD, in concrete terms, e.g. equivalent of a trident, frigate?

How much the defence budget is currently

under pressure, e.g. it is now falling in real terms, is it not? Have any recent dramatic cuts in the budget been announced which Lord Glenarthur could quote?

Is the use of a "+" mark standard practice in other countries? Give examples.

What is the precise position on the stamping of "+" marks in cases where entry is permitted? Is this defensible? What are the justifications for this.

Once a passport holder has such a mark in his passport, is his ability to enter other countries affected? By the same token, in the case of someone seeking to enter the UK with a + mark in his passport put there by another country, would this be regarded as a factor which would work against him? Would the Immigration Officials take that into account, or would they completely ignore it? Would the case be treated entirely on its merits?

If someone was refused entry into the UK on a particular occasion, and had a "+" mark placed in his passport, would he have an equal right, and an equal chance, to apply to enter the UK on a future occasion?
