Lord Glenarthur thinks that it should not be too difficult to surmount any difficulties if these arise. He will be looking at the way in which British passport holders from Hong Kong visiting the United Kingdom as tourists are handled, and he regards them as a very different category to would-be immigrants. Mr Renton was entirely happy that Lord Glenarthur should make such visits. Any publicity is likely to be limited to Hong Kong and the Governor has welcomed Lord Glenarthur's proposal as a useful way of showing that Ministers are following up the strong representations made to both the Secretary of State and Lord Glenarthur.
