but rules recognise that Gatwick and Heathrow are predominantly

passenger airports.

All-cargo flights not normally as time-sensitive as passenger

services, so peak time slots not so vital.

Civil Aviation Authority (CAA) advised Government following

wide consultation. CPA did not then raise difficulties about

all-cargo services. CAA's advice was for complete ban on all-cargo

flights during peaks. Government took softer line: dispensations at the discretion of airport operator.

Government will want to look again at Gatwick policies once BA

merger dust is settled.
