To demonstrate HMG's continuing concern about the problem and to explain the action we have been taking internationally in support
of the new policy.

Pleased that we were able to secure collective Ministerial
endorsement of your policy within your timetable for its
introduction.
It seems generally to have been received with understanding internationally. Some problems with UNHCR, but hope that their full
co-operation will be forthcoming.
Progress report on arrivals? Any evidence yet of extent of deterrent effect? Results of first screening available? Local
reactions now that new policy is in place?

Resettlement. Possible additional UK commitment under active
discussion between the Secretary of State and the Home Secretary.
We have suggested a package of 1,000 over the next 3 years. can show new policy is having deterrent effect that will strengthen
our case to put to Ministers collectively. But difficulty of securing a new commitment should not be underestimated.

UNHCR funding. Understand strength of feeling in Hong Kong. But persuading UNHCR to assume additional funding will be difficult.
They face increasing demands particularly for Afghan refugees. They will have reservations about funding centres for illegal
immigrants, and about increasing assistance to a territory as
prosperous as Hong Kong. We too face serious financial constraints
which would make it difficult for us to increase our contribution to
UNHCR.
