for similar reasons we have not yet included any points to make on Vietnamese boat people. This is a fast moving subject, and much will happen between today's introduction of

a new policy and Lord Glenarthur's arrival in Peking. Again it would seem best for me to bring the speaking note with me

to Hong Kong;

we have not yet finalised Brief No 9 on the Defence Costs Agreement. A further round of talks is at present taking

place between MOD and Hong Kong negotiators. We devoutly

hope it will be the last, but I have not yet been able to get

a progress report. The talks are due to end on 16 June at

the latest, and we shall supply a brief by 17 June.

I look forward to discussing the briefing at Lord Glenarthur's office meeting tomorrow.
