Will JLG discuss Basic Law?

Exchanges will continue, though not necessarily in JLG.

(Joint Declaration provides for JLG to discuss procedures to be

adopted for smooth transition in 1997).

Will JLG discuss formation of first SAR Government?

No reason why it should not. This is part of JLG's responsibilities as it is a matter relating to a smooth transition

in 1997.

Human Rights?

Draft BL provides that provisions of the two international

covenants on human rights shall be implemented in SAR.

Aware of some concern in Hong Kong that other parts of Basic

Law are inconsistent with this. Believe this can be sorted out in

process of re-drafting.

Provisions on the economy

Joint Declaration stipulates that SAR Government shall have

autonomy in the handling of financial and economic policies.

Inclined therefore to agree that provisions in Basic Law specifying economic policies to be pursued (eg low tax policy, balanced budget) appear to be inconsistent with Joint Declaration.

Feel sure that Chinese authorities will take account of

criticism of these articles.

Need for authentic English text of Basic Law?

See some force in arguments for this, as English may continue

to be used after 1997 in courts and government.

Encouraged by recent indications that Chinese authorities are

giving serious considerations to these arguments.
