UK to share Hong Kong's financial burden?

UK already makes a substantial contribution to UNHCR funds. (£17.6 million in 1987 to assist refugees all over the world, including Hong Kong. As Foreign Secretary said while he was here, we are ready to discuss with UNHCR the allocation of resources to Hong Kong in order to deal with the scale of the problem.

We are in contact with UNHCR over the isue. We have drawn to their attention the strength of feeling in Hong Kong, and shall be pursuing discussions with them.

HMG's views on common SE Asian approach to Vietnamese refugee

problem

Welcome recent contacts between Hong Kong and other

governments in the region.

Certainly some scope for co-ordinated action, for example in bringing collective pressure to bear on Vietnam to take back boat

people.

Aid to Vietnam?

Like EC and most other Western Government we have made it clear that we will not give bilateral aid to Vietnam so long as its forces continue to occupy Cambodia.

Will not exclude possibility that some multilateral assistance might be provided, perhaps through UNHCR, to facilitate the re-intergration of boat people returning to Vietnam.
