1. The Embassies in Tokyo and Seoul have been experiencing serious problems with their computer equipment for some time. Although much effort has been made to resolve these difficulties, no significant improvement has been achieved to date. It is now crucial that the situation is settled as soon as possible. Tokyo, in particular, is one of our most important Commercial Posts, and it is essential that they have an efficient computing facility to maximise their effectiveness. The problems stem from hardware unreliability and the lack of sufficient hardware expertise locally.
Solution
2. A visit by the Head of ITD is appropriate at this stage, to discuss the situation with senior management first-hand. I have been further advised that a brief one day visit to the Hong Kong office would serve a useful purpose. Hong Kong are one of our most successful implementations and may figure prominently in the eventual solution to the problems in the other two Posts.

John O'Grady would accompany me to provide the necessary technical support throughout. The costs involved for this trip would therefore be £5,600.
